Header discount condition RE-activating Item discount condition

Hi Experts,

    We have a strange issue and need experts help. We have an Item condition (ZITM) which is being deactivated based on our custom routine (by setting KINAK to 'A'). However, there is another header group condition (ZHDR) which can be applied manually that will distribute the discount to all items proportionally.

     Problem is that when this header condition (ZHDR) is applied, it is somehow re-activating the Item condition (ZITM). There isn't any routine that is doing this and not sure how to fix this. Any help would be greatly appreciated.
