WBS Element with CRTD Status

Hi

We need to create more than one WBS element under a single project. A case found with 3 WBS elements were created with CRTD (Created) status instead REL (Released).

What is the setting affected for not auto REL ?

How do i be able to trace the rootcause which caused to create CRTD.

Any log i can see ?  I checked tcode CN60, CJCS doesnot help.
