Time Evaluation not executing successful run

HI Experts,

I am runing PT60 to generate quota for 2016, but it is not successfuly run,as i have generate WS and Holidays for 2016, but still not sucess fully run,  in test run it is excuting successfuly but in live run its not, i am runing positive time evaluation,and in IT0003 ,PDC is locking while execute PT60,how to resolve.pls guid

And what is the relavance of IT0003 for time evaluation, pls guide
